Bill 233 Receives Royal Assent: Human Resources is now a Self-regulated Profession in Manitoba

June 5, 2023

WINNIPEG – The government of Manitoba passed Bill 233 – the Chartered Professionals in Human Resources Act, formally aligning CPHR Manitoba members with other business advisory professionals and recognizing the strategic role that HR plays in protecting people at work, and employers.

This is a very important milestone for CPHR Manitoba,” says Board Chair Dr. Lana Adeleye-Olusae, CMC, CPHR, MBA. “This reflects the commitment of our past and current leadership and our members, who have continued to elevate the HR profession in Manitoba workplaces every day.”

Self-regulation does require CPHR Manitoba take on a public protection mandate to ensure that all their members uphold the standards of professional practice and code of ethics. CPHR Manitoba has already been following a robust complaints and investigation process applicable to all members. This act provides title protection and the authority to regulate the profession.

“For our members, this is a validation of the strategic expertise they provide to employers, and employees” says Ron Gauthier, CPHR, Chief Executive Officer/Registrar, CPHR Manitoba. “We now have the legal authority and the responsibility to investigate and discipline the member and their employer in upholding the national standards of HR practice in workplaces, which protects the public, employers and employees.”

For employers in Manitoba, hiring a CPHR is now the best way to ensure they are protecting their organizations, their employees and the public within their HR practice. For HR practitioners, becoming a CPHR provides more authority and opportunity to affect best practice than ever before.

“Across Canada, the self-regulation of CPHRs is gaining momentum,” says Anthony Ariganello, CEO, CPHR Canada and Chair, World Federation of People Management Associations. “Legislators are recognizing what employers have come to know, that when people are safe, supported and successful at work, it benefits employees, employers, the economy and society as a whole.”

CPHR Manitoba is the exclusive certifying body in Manitoba for the nationally recognized Chartered Professional in Human Resources (CPHR) designation – the leading standard for HR professionals in Canada. Our mission is to advance the human resources profession. We work to achieve that by promoting the brand and supporting CPHRs in their professional development to foster public confidence in the designation and demonstrate the value of HR to business.
