CPHR Manitoba is Implementing A Good Character Attestation

A main pillar of our new strategic plan is focused on fostering public confidence. At the direction of the Board of Directors, CPHR Manitoba is implementing a Good Character Attestation. The purpose of having a good character requirement is to protect the public interest, promote and maintain the high ethical standards of the profession, and maintain public confidence and safeguard the reputation of the profession. Many professional associations have a reputation test as part of the registration process that includes the completion of several questions regarding their background and an attestation or affirmation of their good character.

CPHR Manitoba will use nine questions to verify the good character of current members and new applicants. Beginning today, when you log in to your CPHR Manitoba online account you will be redirected to the ‘Edit My Member Profile' page. The Good Character Attestation questions are listed on this page, and you will be required to answer all of the questions before you can proceed into your account. Please remember to hit ‘save changes’ once you’ve completed the questions. The Good Character Attestation should be completed by September 25, 2020.

The Registrar will make the final decision whether a new applicant or current member meets the ongoing requirement of this Good Character Attestation. Decisions will be made based on precedent, a point-in-time assessment of the reputation of a member or applicant, whether the particular situation would bring disrepute to the profession and/or whether there is an on-going risk to the public by having an applicant certified or a current member continue to hold their designated status.

CPHR Manitoba has updated the
Code of Ethics & Rules of Professional Conduct to include the Good Character Attestation. Each year at renewal, you will be asked to confirm whether you’ve notified CPHR Manitoba of any changes to your Good Character Attestation questions since your membership application or your last membership renewal. If you had changes and did not inform us of those changes, you will need to contact the CPHR Program Manager as soon as possible.

Depending on the gravity of the matter, the Registrar determines at that point in time whether an applicant or member passes the good character test. As circumstances change and applicants or members are able to present a convincing case that their character has changed or improved then a new decision can be made.
