Validation of Experience

The Validation of Experience (VOE) assessment is a formal step in earning the CPHR designation.

The CPHR experience requirement is established in compliance with the national guidelines of CPHR Canada. The experience requirement was established as an eligibility requirement to ensure that candidates have, at minimum, demonstrated the experience and capability at the Advisory HR level for the requisite length of time.

HR practitioners can work toward the Experience Assessment in any sector of the economy: industry, government, public practice, professional associations, education, healthcare, or not-for-profits - essentially anywhere that has a human resources function.

Requirements to Pass the VOE

The following is a list of the requirements for passing the Validation of Experience (VOE) assessment:

Applicants must:

1. Be a members in good standing with CPHR Manitoba.

2. Demonstrate they have acquired the necessary type and number of years of HR experience within a set time frame. Experience must be within the past 10 years from the VOE submission deadline. The number of years being dependent on level of education. See chart below for more information.

  • Applicants with a degree need 3 years' work experience
  • Applicants with a diploma need 4 years’ work experience
  • Applicants with a Certificate need 5 years’ work experience
  • Applicants without a degree/diploma/certificate need 8 years’ work experience

3. The majority of the work, 51% or more, must be HR work. If a position is less than 51% HR, this experience will not be credited towards the years of experience required to pass the VOE.

4. Demonstrate proficiency in application of HR specific competencies through a minimum of 8 successful examples of work experience using the STAR method.

5. Applicants must agree to abide by the CPHR Manitoba’s Code of Ethics & Rules of Professional Conduct.

For the Executive Path (10-year requirement): applicants must also hold or have held an executive level role.

To qualify, required experience outlined below must have been acquired within the ten (10) years prior to the date that the Validation of Experience is submitted for review.The experience can have been acquired over one's career.
Advisory vs. Administrative HR Experience (note definitions in VOE handbook) 

Degree:

- Minimum of 2 years of Advisory HR experience

- Maximum of 1 year of Administrative HR experience

Diploma:

- Minimum of 3 years of Advisory HR experience

- Maximum of 1 year of Administrative HR experience

Certificate:

- Minimum of 4 years of Advisory HR experience

- Maximum of 1 year of Administrative HR experience

- Minimum of 5 years of Advisory HR experience

- Maximum of 3 years of Administrative HR experience

- Minimum of 10 years of Advisory HR experience

- Have held an executive level role 

Demonstrated HR Knowledge & Skills 

Must demonstrate the following:

  • Demonstrate a minimum of 8 examples aligned to the HR competencies of work experience primarily at the Advisory HR level using the STAR method.

Application Dates

Applicants must submit an application during one of two annual intakes.

Submission deadline: March 15
Review notification date: May 15

Submission deadline: November 15
Review notification date: January 15

Notification of Results

Successful applicants will be notified by letter on the dates in the table above.
Certificates will be issued following this date.

If you are unsuccessful, you will also receive an explanation as to why what would be required to pass. Once you have filled the gap in your experience, you will be eligible to re-apply. There is no limit to the number of times an individual may apply.

Employer Verification

This application will need to be validated by your current employer.  

 

Fees

Review fee: $150 (+ tax) click here
Certification fee: $400 (+ tax) payable upon successful review if already a CPHR Candidate 
*Administration fee: $50

  • These fees are non-refundable;
  • The review fee is required every time an application is made.

*The administration fee is only applicable to those who were not already a CPHR Candidate prior to applying for the VOE. In order to maintain your Candidate status, you must remain a member in good standing with CPHR Manitoba.

 

Appeals

Appeals must be sent to the CPHR Registrar within 30 days of receiving the decision of the committee. Appeals should not be construed as a second opinion. Appeals will be considered on the grounds of denial of natural justice or deficiencies in the decision. The fact that the VOE Assessment Committee’s decision was not the one hoped for is not grounds for appeal. Registrar approved appeals will be reviewed by the CPHR Manitoba Board of Directors.
